I frequently have to wait on my DPS letter mail. Should I be compensated for my waiting time?

The parties agree that when a carrier is delayed past their leaving schedule as provided in Handbook PO603, Rural Carrier Duties and Responsibilities, Section 152.2, has no other rural carrier duties to perform, including strapping out of all cased mail, and is prepared to depart the office to effect delivery, the carrier will be compensated for the time the carrier is required to wait for the DPS mail.
